The first, and easiest, thing to check is caching by Pixory-- I've
been bitten by this myself. Completely shutdown the browser, which can
be tricky on windows. Better yet, delete all of the cached cookies,
and then shutdown the browser. Then visit the "Viewer Home" (public
albums page) as an anonymous user (public user). Are you still not
seeing the public albums?
