Summary: Is it a wise solution
Initial Comment:
With sites or search engines that may use the following in the address line or link, Privoxy will block the site or link because of the use of {+block +handle-as-image} like the use of lines below
.ookla.com
.overture.
.*/BurstingPipe/adServer.*
tracking.
[abd-ux-z]*.atdmt.com/
view.atdmt.com/(.*/)?iview/
.doubleclick.net/adi
.[a-vx-z]*.doubleclick.net/(?!(.*/)?ad[ji])
.ad.[a-ik-z][a-oq-z].
.serving-sys.com
serving-sys.com
But I find by taking the above lines and placing them in a action file and using " {+handle-as-empty-document +handle-as-image +filter{webbugs}} " it over comes the block allowing the link or address to be allowed. "I have many more the have this problem"
So my question is it wise or problematic to be using this type of configuration?

For example I did a search on Google on "new cars"
http://www.google.com.au/#hl=en&tbo=d&q=new+cars&oq=new+cars&gs_l=serp.3...13669.20133.8.20449.8.8.0.0.0.0.0.0..0.0.les%3B..0.0...1c.1.XIPNmGNFZuI&bav=on.2,or.r_gc.r_pw.&bvm=bv.1354675689,d.dGY&fp=b0d69240bad5c0bc&bpcl=39650382&biw=1024&bih=447
On the pink highlighted links I found the links are not direct here is one
I selected and copied url link
http://www.googleadservices.com/pagead/aclk?sa=L&ai=C12yoTKjFUPuQLs6miQfE9oDYBY620McE3qDqoEqsgbQFCAAQAygDUMnY-4sDYKWoqoCoAaABotPt0wPIAQGpArn1FQpqlrE-qgQjT9AoBudJwXawunWfb5kU02wC2l8FIxBhLvCbNQCpsztTa4uIBgGAB8askiw&ohost=www.google.com.au&cid=5Gjqmpt6Qgz9_nfTZQ_eCQtX1XyQKeajh9a44UKEX-YqPQI&sig=AOD64_2b9pPWgqe1WPiR0UoIvgPb18-nug&ved=0CDQQ0Qw&adurl=http://bs.serving-sys.com/BurstingPipe/AdServer.bs%3Fcn%3Dccs%26ebcmp%3D10072703%26ebkw%3D35105109%26advid%3D13970%26ebag%3D875655%26sead%3D19848764622%26ccsurl%3D%24%24http://tracker.marinsm.com/rd%3Fcid%3D157319o13567%26mkwid%3DsGIxolU5b%26pcrid%3D19848764622%26pmt%3De%26pkw%3Dnew%2520cars%26lp%3Dhttp%253A%252F%252Fwww.ford.com.au%252F%253FWT.srch%253D1%2526WT.mc_id%253Dac02_FoA%24%24
This link will not work if using default action file due to positive hits
like the following
{+block{Path matches generic block pattern.} }
/(.*/)?ad(\?|/|s|v|_?(image|se?rv|box)|cycle|rotate|mentor|click|f[ra]m|script|stream|fetch|log|space)
{+block{Catch-all block for false-positives.} }
/(.*/)?ad(se?rv|click|stream|image|log|farm|script)
but by taking them out of default action and create another action file
using
{+handle-as-empty-document{google} +handle-as-image +filter{webbugs}}
the link will work and for me I still don't have adverts.
PS Sorry for taking so long to reply I needed to find a sample which
doesn't use flash, as this method works well for sites with adverts "using
flash" before showing a program.

Message:
Can you clarify what you mean by "taking the above lines" and what your
expectations were?
Whether or not your type of configuration is wise depends on your goals.
The actions +handle-as-empty-document and +handle-as-image not only
conflict with each other, but they also only affect requests that are
actually blocked:
http://www.privoxy.org/user-manual/actions-file.html#HANDLE-AS-EMPTY-DOCUMENT
http://www.privoxy.org/user-manual/actions-file.html#HANDLE-AS-IMAGE
If you copy the URL patterns to a "{+handle-as-empty-document
+handle-as-image +filter{webbugs}}" section the requests should still be
blocked, but moving them is expected to unblock them.
