Building from source on Windows using Cygwin requires requires an old,
unsupported version of cygwin.  Tips/hints on where to begin making
the changes required to do cross-compiling - eg
  autoheader
  autoconf
  ./configure  --build=i686-pc-cygwin  --host=i686-pc-mingw32
  make
would be appreciated
