i like this. the fewer integration points, the better. plus, i'm a big fan of 
our loosely coupled, callback-based plugin interface. we'd need to support 
verify_installation, cb_prepare, etc. for cache plugins, but that's a 
non-issue since we're just adding two callbacks.

when there are multiple cache plugins, we'd need to know the order to call 
them. i assume we'd have a py_cache_plugins config variable that lists them, 
in order?
