it's a small sample set, but none of the pyblosxom users i know use 
load_plugins. it'd be nice not to force them to use it just to order their 
cache plugins.

this might be moot since the majority of users will probably only have one 
cache plugin. if they have multiple, we can require them to set load_plugins, 
as you say. it still might be nice to have a separate setting, though.
