centralizing tasks to the wiki

I've been talking with Titus and the result of that conversation is that
I'm going to start creating pages in the wiki that contain tasks that
can probably be accomplished by someone in 1 or 2 days.

I think this solves a few problems:

1) it gives us a format and process for collecting tasks that I need
help with doing

2) it does it in a way that should be easily digestible by anyone

3) it provides small-scope projects for anyone to accomplish--these will
hopefully be well enough defined that newcomers to Python can (with
help) work through them

4) it puts it in a forum that any of us can access, edit and work over
(at least, until I have to lock down the wiki due to spammers)

I've thrown up a few tasks already:

I'll continue to add tasks going forward as I absorb emails and TODO
lists I have lying around.

I think this will make some things easier, but I'm definitely interested
in suggestions at making this work better.
