no comment form

Hello,

I've been fiddling with this system trying to install it and my latest
hurdle is making comments work.

I have this in my config file:

py['load_plugins'] = ['comments', 'pyarchives']

and in my datadir I have a comments/ directory that is chmod'ed 777...
but I don't get the comment form when I click on the '0 comments'
link.

I have a comment-form.html file that's readable.  So frankly I have no
idea, and there aren't any error messages in the logs.  It's a bit
frustrating:-(
