Both. Flavours are a templating mechanism so they can produce any text-based output. On top of that, PyBlosxom should be able to use most blosxom flavours with some small amount of tweaking. I'm also assuming by "internal links" you mean links from one place on an HTML/XHTML page to another place--otherwise known as anchors. Under those assumptions, internal links are possible--you would do them the same way you do internal links in HTML/XHTML. If that's not what you mean, please clarify.
