Yup.  Specifically, for option 1, what does the path /archive/2002/07 
refer to?  The archive of the entire site for July 2002, or the archive 
for the directory named for all of 2002?

I didn't really want to go down the ?-parameter route...  I'm not 
entirely sure why, other than I think it looks kind of ugly.  Any other 
opinions?  Will?

That's pretty much what I'm suggesting, except without the 
"(optionally)".  :)
