Is your machine using an encoding besides iso-8859-1?

This file only got checked in last night, and doesn't have as much 
documentation as it should.   If you want to support commentAPI, then 
map commentAPI.cgi to an accessible path on your webserver.  You'll then 
need to add a new tag to your RSS 2 feed in order to turn this on.  More 
docs coming tonight.  For now, see http://www.wellformedweb.org
