Unicode error

Downloading the latest from CVS this morning. Installed it in a 
separate cgi directory to test for the new comment feature.

I cross checked some initial errors. It still does not display in the 
browser, so I went to the command line and this is the result:

By the way, after installing everything following the read me for 
comments, I am left with a file:
contrib/plugins/comments/commentAPI.cgi

I don't know were this one goes.....
