That's a red herring most likely, since I tried to invoke it from the 
command line and there's no declaration stating whether its a python script 
or not. Which leads me to realize I fundamentally misunderstand the new 
trackback and its not like the old one. Is it not supposed to be an 
executable script?

Below, it says:

So I'm not even supposed to place the trackback file in /joseph/? How would 
it get invoked?
