Yes, per the resolution of CR148 [1], which was influenced by the chorus [2]
stating that was a bad thing.  Bummer for dispatching though.

I did this.  There is now a message level assertion that checks that even
when a soapAction is specified with the soap-response MEP, that it doesn't
end up in the message.  A new red square resulted in both Canon and WSO2
implementations as a result - message 1 in MessageTest-4G.
