Yeah, it is, sitecopy will do this already for almost all FTP commands 
but it isn't hooked up properly for commands which require a data 
connection (i.e. STOR/RETR).  That should be simple to fix.

It'd also be easy to add a config option to reduce the read timeout too, 
yup, I'll look at adding that for a future release.
