Well, guys, I found something that seems quite obvious in retrospect.

I can do what I initially set out to do - use Velocity as content and jsp as decorators. I was all goofy because I had url-mapped *.vm to two servlets in my web.xml - Opensymphony's and Apache's. The immediate resolution was to remove one. I took out Opensymphony's and I can do what I initially wanted:

<page:applyDecorator name="decoratorname" page="some/velocity/template.vm" />.

This doesn't cover the Velocity end-to-end solution - some sort of #applyDecorator() in Velocity, as Confluence already does (http://jira.opensymphony.com/browse/SIM-18. Does anybody know the other issue this dups?).

I think I'll take this one on in my "spare" time. I really like Sitemesh.
