Thanks Scott. I've created an issue for this : http://jira.opensymphony.com/browse/SIM-188

Besides the issue of  request.getServletPath() returning "" instead of null, there was another issue that prevents static pages (those not mapped to a servlet) from being decorated. I've provided details along with code change suggestions.
