Mathias, when I suggested having a tiered configuration mechanism, pretend I was smoking something. Human beings are good at choosing the worst possible option when lots of choices are provided. We should have a configuration factory, one that uses a programmattic configurator, and the config factory should be specified in one and only one area: pick SPI, or env-entry, or filter configuration attribute, or something - but pick one and only one.
