UTF-8 and the testsuite

Guys,

Something strange happened when I was running the testsuite on WLS 8.1 SP2.
It seems that the EncodingFilter isn't applied correctly on WLS, since all
i18n tests fail. When I just put <%@ page
contentType="text/html;charset=UTF-8" %> in the pages, everything worked.
Why is this filter there again? To be able to change the charset at runtime?
