I'm not sure if tclwebtest should be changed to run tests in another
level - I can't remember what the rationale behind the current design
was (if there was any at all), but I'm afraid that a change would
subtly change behaviour in other places, and if the only problem
currently can be solved by calling 'global' inside the test again then
it should be ok I guess. I'll try to add that to the docs.
