The 'right time' was a while ago. We let the client decide, but this is
a budget issue, and a job by job decision. Here's an excerpt from a
wonderful essay by Tim Murtaugh at 02b.net. I share it with clients
early on in a project:

"When approaching browser specifications for our projects, we need to
ask our clients if supporting older browsers is worth the extra time and
money it will mean for development and maintenance. Is it worth the
decrease in usability and functionality that older browsers require? Are
clients ready to sacrifice forward-compatibility for more expensive
backward-compatibility?"
