One old story on the JavaScript (/plugin) availability issue was that
many large corporations use their own custom install of IE deployed
across all desktop systems world wide. These installations would for
some slightly obscure and occasionally paranoid reasons have had all but
the basic support for rendering HTML stripped out of them (yes, even
JavaScript).

Now, the only problem with this theory is that I've never been able to
validate it, I'm sure it did/does happen, but how widespread it is
(still) I've found hard to tell. Of course if you disregard it
completely you risk loosing a lot of office visitors from any number of
affluent multi-national corporations.
