I don't think it is as succinct as you might be looking for but our UCD
policy is on our web site.  The material starts at www.ibm.com/easy.

If I were to have to put it onto a sentence it would be "Employ User
Engineering in all projects and ensure that UE measurements are part of your
business processes."
