 We've recently adjusted our philosophy on this issue and now for most sites aim to support the W3C standards rather than specific browsers. In practice this means support for most 5+ browsers so we can take a greater advantage of the features in HTML4/CSS2. For anyone still using a v4 browser or a text browser such as Lynx we do still aim for a graceful degrade, that is the page should still be readable/usable even If it loses some of its graphical formatting.

 We've found this approach speeds up development, eases change on the site over time, makes for lighter downloads and still produces an attractive usable site for 95+ percent of visitors. 
 
 Being more standards driven can also help with implementing some accessibility features (as when viewing a page created with a (css) div-based layout as opposed to a table-based layout in a text-only browser).
