I guess as with all things Matt, it really depends on who your audience is. If you're aiming at people in colleges for instance, you can be sure that some of them will still be using the older browsers. However if your user is a young professional, you can reasonably assume that they'll be fairly up to date.
Here we have a policy that all our content must be legible and comprehendible by version 3 browsers. This means that we'll compromise display/functionality on newer browsers if that display/functionality excludes audiences using these older browsers. We still support version 4 fully. This is because our audience is so broad and everyone pays for us, so it wouldn't be fair to deliver a service which exempted some viewers.
