I think one of the messages we have to very clearly get across is that
there are various sets of standards that can be adopted.

Perhaps we ought to consider a number of possible scenarios and look at
what set of standards we would recommend.

Each case has to be evaluated from a commercial viewpoint and consider
the *audience*.

Even code validated to HTML4.0 and CSS1 is a standard that might be
appropriate in certain circumstances.  Our objective, IMHO, is not to
dictate which standard, but to explain the benefits for a business to
stick to valid code.

Perhaps we could devise a decision maker that asks about audience,
commercial requirements and so on, and then lays out options to select
from.
