Personally, I think that what these volunteers intend to do should be
expressed more clearly.  Then it should be a simple matter to either say
"yes, go go go", "no, that person is clearly not singing from the same hymn
shett" or "hang on, we need someone to cover x too".  Moving forwards is
better than waiting indefinitely, but moving backwards needs to be avoided.
