FTP to domain owners should work out of the box. What FTP client are you using there? Can you connect via FTP from the Virtualmin system to itself?

  could be made because the target machine actively refused it. Connection failed.   I assume that since proFTPD ships with virtualmin that it can be used to allow ftp connections to virtual 
 servers website directories.  Therefore, it must be a user error on my part.
