I had once a similar problem when I installed WebObjects 4.5.1 from an UNC path like \\servername\Disk\Setup.exe. The Apple Services are installed from a shell script during install process and this scripts don't work properly when run from UNC path. There were also some more problems beside missing services. Workaround: reinstall from CD-ROM or mapped network drive.
