Cygwin, GNU, Perl stuff are required if Apache+SSL compilation are required 
for Windows.  Yes, it is teadious..  Comparatively, Linux is like a breeze.
However install WO on Windows is easy.

2 lines of installation guide.  Follow the instruction windows, and do full 
installation as Development system.
Then overwrite the Deployment license.  JavaMonitor works just fine as in 
other platform.  Is there any other way?

Everything is control from Windows Services.  Just click to toggle 
start/stop, auto/manual etc.
