Cygwin, GNU, Perl stuff are required if Apache+SSL compilation are required for Windows. Yes, it is teadious.. Comparatively, Linux is like a breeze. However install WO on Windows is easy. 2 lines of installation guide. Follow the instruction windows, and do full installation as Development system. Then overwrite the Deployment license. I have never used WO on Windows Everything is control from Windows Services. Just click to toggle start/stop, auto/manual etc.
