It really depends on what you are trying to do. 4D is a very fast environment to program in. Quite complex systems can be developed in very little time. But it doesn't scale well and the web tools are very simplistic. But it depends on what they want to do. We've developed a number of sites where we replicate data between WO/ mysql and 4D using SOAP. That way we have the best of both worlds: a great client/server internal system in 4D and a great web development platform with WO, the former inside the client's office and the latter in a data centre.
