No, the unwashed masses are allowed to play (ie. read), but no to
fiddle (ie. edit).  This is even true for smaller open source projects
handled well.

If not, the following five application servers would be in a horrible
and unusable state by now ...because they are all open source one way
or the other:

IBM with Geronimo/Gluecode
IBM with Websphere
JBoss
Sun with Project Glassfish
RedHat/Objectweb with JOnas

I did't hear any of these products "going down the drains" in terms of
product quality or adoption lately.

There are very detailed rules and peer reviews up to being allowed to
finally being allowed to commit code, as others mentioned.

Finally. SUN and IBM also have more to loose in the *enterprise* space
in terms of (brand) credibility and sales than Apple IMHO...and still
they successfully went open source with
their application servers.

(Sun and IBM had tons of intellectual property to "loose" and where
able to free their application servers so the argument is also moot
IMHO)
