Tla checkout of moin 1.3

Hi, I am trying to checkout the latest 1.3 through TLA but get an error on patch 17.

arch_apply_changeset: internal error (patch(1) returned odd status)
   patch(1) exit status:2

patch unexpectedly ends in middle of line
patch: **** unexpected end of file in patch

I am using the windows version of tla so it may be that.  Is anyone else having any problems?
