This is known and AFAIK already fixed in either 1.2 or 1.3 development 
branch.

This is not a bug, but was removed intentionally for HTML compliance.

If a user wants to open a new window, he can use the browser's function 
for that (e.g. middle mouse button in mozilla).

You need to copy the HTML macro (which is not part of the standard 
installation) into your macro directory. Be aware that you open a can of 
worms if you allow html in a public wiki.
