You can disable the accesslog writer in lib/Request.php
class Request {
    function Request() {
...
        if (false) {
            $this->_accesslog = new Request_AccessLog(ACCESS_LOG,
ACCESS_LOG_SQL);
        }
...

That's a problem with the recent sf.net UI change.
You have to get to the 1.3.x series by clicking on "VIEW ALL FILES"
and get to "PhpWiki 1.3" (current) and then to "phpwiki-1.3.14"
