Not exactly dead. Though I put http://tzafrir.freeshell.org/wml.html and
I am yet to recieve any comment on it (suggestions to add stuff,
explanations why it is not nnecessary, etc.)

I also tried webmake (http://webmake.taint.org ) and it seemed quite
nice. I currently use the module Text::EtText from there to format text

IIRC their page also includes a list of some other alternatives (mostly
simple html preprocessors)

Do you want HTML as the only output format?

Have you considered tools like docbook?
