If you're starting from scratch, I have one request.  Use port 80
(instead of 2628) and maybe use an XML-based request/response system. 
There are plenty of Web Service libraries out there to make your work
go faster.

Going over TCP port 80 would solve a problem that I have encountered.
I wrote a DICT client for the Firefox Web Browser.  (See
http://dict.mozdev.org for details).  I have had a few complaints
related to the fact that outgoing requests are made on TCP port 2628,
which is blocked by many firewalls.  One person complained that my
extension wouldn't work through his company's HTTP proxy.  Another was
dumb-founded when the personal firewall built into MS Windows XP SP2
warned him that "Firefox was trying to use Internet" when he tried to
define a word, but not when he was browsing the Web.
