Follow-up to #2298.

Handlers for sublocations are sometimes called top-down, other times bottom-up. I have not yet found out why.

Apparently, ObjectEvents registered for IItem are top-down while ObjectEvents registered for custom interfaces are bottom-up.

I'll have tests ready as time allows.
