When the method was first introduced I made sure it would only be
called with 'debug=True' from places where it would really try to
update.

Seems like some other call got introduced at a place where it is just
checking and not updating which doesn't pass a 'debug=False' argument
to the method. Now, where and how is something that needs to be looked
into.
