Yes, I think so. There's a difference between having access to a Plone  
site (ie: reading it) and actually administering it.

The last three don't have:

a) XmlHttpRequest
b) contentEditable/Midas (in-browser editing

and so should not be considered fully capable browsers. Plone will depend  
more and more on these features in the coming versions, and although I  
know that at least Opera is getting them, we shouldn't pretend to work  
perfectly in those browsers until they have the necessary feature set. We  
will be perfectly usable, but only if you are willing to put up with pure  
HTML or STX/reSTX in your editing areas. Which is fine for a lot of  
people, really.
