I guess I have in mind the case where a Plone implementation assumes 
that anonymous users will be using DHTML features. For example, I 
believe that CMFBoard is using action menus.

Good point, thanks. So that would give us four levels:

1) Full DHTML Support (IE, Moz/FF, Nav)
2) Partial DHTML Support (Opera, Safari, Konqueror)
3) CSS Support
4) Universal Info Access
