Yes, I had to view source to reassure myself.

I enabled " Allow users to select skins", but there's still
only the 2 (default & tableless).

oh, I realise this <wry grin>. I mainly just want to point
at the fact that, to an end user, a "skin" means choosing a
look (and maybe different layout tech), but to a developer,
it means a stack of layers, some of which belong to aspects
of Plone functionality, some of which belong to 3rd party
products (and which may mush together scripts/templates
which in Plone are seperated into different layers), and
some of which determine looks.
