thats a wrong approach imo - it would be a lot cleaner if we would have 
the portlets defined as actions - you could set permissions and 
conditions on it. the only problem: how do you attach them to folders?

joe and me thought we could attach it to the pagelets tool, but 
actually i don't think thats a good idea anymore.
