Since all hotfix updates are hosted on plone.org

http://plone.org/products/plone-hotfix/releases/20130618

it should be possible to tag all hotfix releases with a special keyword or
tag.

A Plone collection could provide update information about all release with
this
tag. Subscribing to the RSS of the collection is then straight forward.
