Once again we must keep the external admins in mind that need to get the message directly - either through an RSS - a dedicated security mailing list or announcement list Spreading the message on a general mailinglist is not much helpful because externals are often not subscribed to blather lists but prefer to get information e.g. through a dedicated announcement list.
