I suspect in a lot of hosting environments you will have an admin install hotfixes, but that admin will never hear about problems with the hotfix since he won't be using the site himself. Especially for lower traffic sites that means a hotfix can introduce a bug that will be lurking for a long time. I would suggest to just announce every hotfix update as soon as it is released and let admins decide if they want/need to upgrade.
