Could be that I was misremembering and we didn't force the switch to 
tinymce for sites upgraded from Plone 3. If so, adding Products.kupu to 
your buildout should fix things (plone.app.upgrade only puts in place 
its stub if the real tool isn't present).

At that point you could uninstall kupu if you want to use tinymce 
(recommended, since kupu is no longer supported).

Sounds like we are missing an upgrade step to automatically remove the 
tool if kupu is not in the Python environment.
