So this "smart controller" should be more than just a customizable grid
with assigned tiles? E.g. an add-on tile could request a "large centrish
slot somewhere above the body text" and controlled would find a proper
slot from the grid? Can you give an example story how would it work?

With "responsive reflow", do you mean just good and responsive HTML +
CSS, or something more magical?

This rendering engine still sounds pretty much what p.a.blocks already
is. It doesn't generate smart layouts, but it can acquire the current
layout from context bound computed views. Yet, provides a simple
plone.resource-based layout storage with re-usable vocabulary (for
forms). It doesn't know about about portlets, but its "panel merge" can
move things around like diazo. Also, it is enabled with a marker
interface on request object ("browser layer"), so it can be enabled or
disabled per request. (And I didn't need to mention tiles yet...)
