Hi,

I needed to revert the plone.app.controlpanel merge and heres a revert 
of the revert:

Also plone.app.upgrade has issues with older migration tests. Some weeks 
ago I tried to get rid of the old upgrade tests without removing the 
code, so deactivating was an option. Since this solves the last red 
tests I propose to merge it:
