I agree with this distinction and I think it applies to higher education as
well, possibly with the added complexity that these institutions usually
need to interface with existing administrative systems.

I am mainly interested in 2) and 3), mostly because I am not a teacher, but
I do work on building 2) and 3) for my university. The plan is to be
eventually able to do 1) on top of the current infrastructure we deliver in
2) and 3).

Unless, of course they go ahead and buy BackBoard (which is probably what
will happen :-/).
