LinguaPlone - neutral language disappears

Using LinguaPlone 3.1a2 in Plone 3.3.5 behind Apache2 (VH)

Portal languages settings:
set to true:
  1. use language of content item (should be no effect because of apache,
or?)
  3. cookies
  6. browser language request negotiation

  1. redirection (different URLs for each language)
  3. create language initially as neutral language

fallback language: german
allowed languages: english, german

Now I created a folder, translated it into german (= neutral ?) and english.
Within that folder I created a page and translated it into german. English
is not translated.

Now I thought, that within the english version of folder I should see the
page (in german). But no. It's not there.

Is there something wrong ? What can I do to solve this problem ?
As long as no translation in a language is done the fallback language should
appear, but not with these settings.
